Arrived in Tula for 1–6 months for work, medical treatment, an academic semester, or an extended internship — and immediately hit a wall: how do you get an employer to sign a proper labour contract, register with a local outpatient clinic under the Russian public health insurance (OMS), enrol a child in a nearby school, or apply for a bank loan? All of that opens with one Russian document — the temporary registration certificate at the place of stay (Form No. 3). Private landlords rarely agree to formally register their tenants. At our hostel we do it as a routine part of long-stay onboarding, because we are a legal receiving party.

The longer you stay, the lower the nightly rate and the deeper our involvement in your registration paperwork. Starting from 30 days, we sign the receiving-party section of Form No. 3 for free (the federal registration service itself charges no fee under Federal Law 5242-1 either). Legal note. Under Federal Law 5242-1 "On the freedom of movement of Russian citizens" you must register at your place of stay within 90 days of arriving in a new region. Late-registration fine under KoAP Article 19.15.1 is from 2 000 RUB in Tula Oblast (from 3 000 RUB in Moscow / St. Petersburg). We flag the deadline 7 days ahead and help you file on time.
Scope note. We do not physically submit the paperwork at the passport office on your behalf — federal law requires the applicant to appear in person. What we do is the hard part: sign the receiving-party section of Form No. 3 and hand you a certified copy of the title deed to the premises — without that pair, the passport office will not accept your file.
Work, clinic, school, credit — what Form No. 3 opens for you
Temporary registration is not a formality. It is the key to a system that has been standardised federally but administered regionally — and the region always wants a local address. Formal employment
Employers file new-hire notifications to the Employment Centre and use passport data for the labour contract. Without any registration in Tula Oblast, many HR departments refuse a proper labour-code contract (they push you to a civil-law contract or self-employed status, both without the social package). With Form No. 3 at our address, HR accepts you without a discussion.

Attachment to a public clinic under OMS
Ministry of Health Order No. 1342n obliges a clinic to accept a patient with an OMS insurance policy but requires the actual place of stay. With temporary registration you get attached to Clinic No. 1 on Lenina Avenue or the district clinic serving Karla Marksa street with no back-and-forth. Without it — paid appointments only, or a 30-day wait through the MFC.

Enrolling a child in school or kindergarten
Tula's Department of Education distributes places by catchment area: locally registered first, temporarily registered second, all others last. With Form No. 3 at 171 Karla Marksa you fall into the "green" zone for School No. 1 and Gymnasium No. 1 (both within walking distance).

Credit card, mortgage, consumer loan
Russian banks (Sber, VTB, Tinkoff) raise the scoring bar for applications filed in a region that differs from the passport registration. Local temporary registration at the branch's city puts you back in the standard flow and dramatically improves approval odds.

Local military-office registration on relocation
Conscription-age men and reserve officers staying more than 3 months in a region must register with the local military commissariat. The trigger document is Form No. 3. Failure to comply is a fine from 10 000 RUB under KoAP Article 21.5.

Part-time or evening university admission
Tula State University (TulGU) and Tula State Pedagogical University often ask non-local applicants for proof of stay in the region when admitting to state-funded part-time programmes — Form No. 3 closes that item on the checklist.
Separately for foreign nationals from EAEU (Belarus, Kazakhstan, Armenia, Kyrgyzstan) — we handle migration registration within 7 business days of arrival under Article 20 of FL 109 "On migration registration". We file the arrival notice through the MFC. The tear-off slip is handed to you the same day. Meals are still not included.
