What a Foreign Guest Should Know in Tula

Tula is not Moscow: English menus are rare, ride-hailing apps require a Russian phone number, and the nearest embassy is a 3-hour train ride away. Here is what our guests from China, India, Turkey, the UAE and Europe ask most often:

Languages in cafés and shops

English menus are found only in tourist spots (Kulikovo Pole café, Gosti restaurant, Coffee #1 chain). Regular shops and cafeterias have Russian-only staff — use Google Translate camera mode (it reads menus and signs offline, download the Russian pack in advance). Products at Magnit and Pyaterochka supermarkets are labeled in Russian only — ask the front desk for our printout of the top-30 grocery words (bread, milk, cheese, water, coffee) with transliteration.

Apps that work without a foreign card

Ride-hailing apps Maxim and Yandex Go accept cash if you order by phone (requires a Russian number). QR-code payments via SBP do not work from foreign cards; Apple Pay and Google Pay have been unavailable in Russia since 2022. The only working options are a Russian bank MIR card (issued by SberBank in 1 day with your passport and migration slip), or cash. We accept cash in USD / EUR / CNY at an internal rate close to the Central Bank of Russia rate.

What you cannot take out of Russia

Cash — no more than 10,000 USD per person without declaration (10,000-100,000 USD with declaration, above that only with proof of origin). Sturgeon caviar — up to 250 g without documents. Antiques over 100 years old and paintings require permission from the Ministry of Culture. Weapons — including blades and non-lethal firearms — cannot be exported. Souvenir Tula samovars (new production) travel freely; antique samovars over 100 years old need a permit.

5 Rules for a Foreign Guest in Tula

Always carry your passport and migration slip

The police have the right to check your documents. A photocopy is not accepted — only the original. We hand you the tear-off slip right after submitting the notification to MVD (usually the next working day). Keep it inside your passport — it also states your permitted stay duration.

Changing hotels — let us know at once

If you stayed in Moscow or another city before Tula, show us the previous tear-off slip. We will notify the MVD that you have arrived in Tula and extend your registration to our address. If you lose the old slip, tell us right away — we will file a new arrival notification the same day.

Do not pay on the street via random QR codes or transfers

Scammers slip in fake QR codes at cafés and markets. Always ask for a printed receipt or pay in cash. In shops cash is safer — count the change on the spot; 5,000 ₽ notes are sometimes swapped for counterfeit (mostly in shared taxis and at open-air markets).

Get a Russian SIM card on day one

Without a Russian number, taxi apps, food delivery, ATMs and government services will not work. The nearest MTS and MegaFon shops are 5 minutes away on Lenin Avenue. You need your passport plus our migration tear-off slip (no slip — no SIM by law). Tariff — from 400 ₽/month including mobile internet.

Emergency numbers: 112 (general), 103 (ambulance)

The 112 operator speaks English about 30% of the time. If not, call our reception — we will dial the ambulance or police and translate. Hospitalization for foreigners is paid (except for life-threatening cases) — check in advance whether your insurance covers Russia. Rigla pharmacy is a 5-minute walk away and sells basic medicine without a prescription.

Meals are not included in the room rate — that way you are free to eat like a local instead of a standard hotel buffet. Everything you need is within a 5-minute walk:

Magnit and Pyaterochka — safe way to try local food

Magnit supermarket (3 minutes on foot, Karl Marx street) — the essentials: bread, cheese, sausage, ready roast chicken, water, tea, Tula pryanik (the local gingerbread souvenir) from 80 ₽ per piece. Prices are clearly labeled and scanned at the checkout, so overpaying is difficult. Open 8:00-23:00. Payment — MIR card or cash; foreign cards not accepted.

Rigla pharmacy — basic OTC medicine

Rigla pharmacy (5 minutes on foot) — pain relievers, fever reducers, stomach remedies, cold and allergy pills, burn creams — all sold over the counter. The pharmacists do not speak English — walk in with the medicine name translated on your phone (paracetamol, ibuprofen — the international names are universal).

SIM cards on the same block

MTS and MegaFon shops — 5 minutes on foot along Lenin Avenue. Bring your passport and our migration tear-off slip; by law they cannot sell you a SIM without it. Plans with 3-4 GB of data and voice minutes cost 400-600 ₽/month.

Yes. Under Federal Law №109 "On Migration Registration", the host (hostel) is obliged to notify the MVD of a foreign national's arrival within 7 working days. We do it on the day of check-in or the next working day at no extra charge. The tear-off slip stamped by MVD is handed to you — keep it in your passport with your migration card. That slip is the "registration" that may be checked on trains, at airports or by the next hotel.

Visa and Mastercard issued outside Russia have not worked here since 2022. Union Pay from certain Chinese banks (Bank of China, ICBC, CCB) does work, but acquirer fees and exchange rates are poor. We recommend cash — we accept USD, EUR, CNY and RUB at an internal rate close to the Central Bank of Russia. We also accept MIR (Russian bank card) and SBP if you have a Russian bank account. A MIR card can be issued by SberBank in 1 day using your passport and our migration slip.

English — yes, at a practical level (check-in, payment, city questions, taxi calls, emergencies). Chinese — basic phrases for check-in; for complex conversations we use a WeChat chat with an online translator (works without a VPN). The front desk has a printed phrasebook in Russian / English / Chinese with a QR menu of nearby cafés and a map of attractions.

MTS and MegaFon shops are a 5-minute walk along Lenin Avenue, open until 21:00. You need your passport plus the migration slip we give you — by Russian law, a SIM cannot be sold without it. Plans with 3-5 GB data and minutes cost 400-600 ₽/month. A Russian number is essential for Yandex Go taxi, food delivery and Sberbank cash-deposit ATMs.

Reception is on duty 24/7. Lost passport: 1) call your country's consulate in Moscow (list at the desk) and get a certificate; 2) apply to the Tula MVD, we help and translate; 3) we issue a fresh migration registration at no cost. Ambulance — 103 or 112 (English is sometimes available). Hospitalization for foreigners is paid — check in advance whether your travel insurance covers Russia.

From Domodedovo / Vnukovo / Sheremetyevo — Aeroexpress train to Paveletsky / Kievsky / Belorussky station (500 ₽, 45 minutes). Then metro to Kursky station (30 minutes) and the Lastochka train to Tula-1 (2 hours, 1,200-1,800 ₽). From Tula-1 station — Maxim taxi 250-350 ₽ (10 minutes) or trolleybus №1 to Sovetskaya street (35 ₽, 20 minutes). Total time from airport to hostel — 5-6 hours, cost 2,000-2,500 ₽.

Tula is a calm city with a below-average crime rate for Russia. The city center (where the hostel is) is well lit with regular police patrols. Standard precautions apply: watch your wallet on public transport, refuse "special" street exchange rates, do not pay taxi drivers on the street without a meter or app. Xenophobia toward Asian or Middle-Eastern guests is not an issue in Tula — locals are used to Chinese and Iranian delegations at the arms factory.

Otkritie Bank (Lenin Ave. 63), SberBank (Lenin Sq. 2), VTB (Lenin Ave. 46) — rate close to the Central Bank, no fees, open until 20:00 on weekdays. Exchange smaller amounts — the ruble rate is volatile. USD and EUR are accepted everywhere; CNY only at SberBank and Otkritie. Exchange booths at the train station and shopping malls overcharge by 3-5% — avoid them. At our reception you can also pay directly in USD / EUR / CNY at an internal rate close to the bank rate.
